Police arrested two women at a Woodbury massage business Thursday afternoon on suspicion of promotion of prostitution. An Inver Grove Heights man was also arrested on suspicion of solicitation of prostitution.
The arrests took place at Eastern Massage and Spa on Weir Drive.
The women – Fu Juan Zhai, 51, and Li Hue Wang, 46 — whose home addresses match the address of Eastern Massage and Spa, were being held at the Washington County jail in Stillwater over the weekend and are expected to make court appearances Monday, said an official in the county attorney’s office.

The arrests followed a several weeks-long investigation conducted by Woodbury police investigators after they received a tip from a concerned citizen that there may be illegal activities, possibly prostitution, occurring at the business, said police Capt. Kris Mienert.
