Minneapolis Massage Parlors: Hearing Planned for Two Massage Parlors Suspected in Prostitution Case

Hopkins massage parlors that were the targets of undercover prostitution stings last week should have a hearing on possible license penalties June 5, City Manager Mike Mornson said.
Mornson expects to send letters to the businesses this week informing them that their licenses are temporarily suspended until the June 5 hearing. Council members will then consider further sanctions, including a continued suspension or license revocation.
Police arrested masseuses at Hopkins Asian Massage and Yinyin Massage on May 1 after an anonymous letter accused the businesses of allowing prostitution to take place on their properties. During an undercover investigation, a masseuse at each business offered a plainclothes officer sexual favors, according to court documents.
Prosecutors charged both masseuses with prostitution in a public place, a criminal charge.
The license revocation, which is not a criminal action, is taking place under a new ordinance Hopkins passed last year that requires licenses for most massage businesses. Under that ordinance, the city manager can temporarily suspend a massage license for 21 days.

Police arrested masseuses at two different massage parlors Tuesday after receiving an anonymous letter accusing the establishments of allowing prostitution on the premises, Hopkins Police announced Thursday afternoon.
The arrests follow a separate prostitution arrest in August at Hopkins Asian Massage that resulted in a new ordinance requiring licenses for most massage business.
The investigation began in March when the department got a letter that stated websites claimed prostitution was taking place at Hopkins Asian Massage at 1209 Mainstreet and Yinyin Massage at 901 First St. N., according to charging documents written by Police Sgt. Michael Glassberg. Police examining the sites found customer reviews claiming the businesses offered manual genital stimulation.

Under the city’s new massage parlor license, the City Council is able to revoke licenses after a hearing. The council also could suspend a license for a set amount of time or until certain conditions are met.

The Hopkins Police Department announced the arrests of two adult women at separate Asian massage parlors Thursday, saying they conducted a sting after receiving an anonymous letter and finding websites online that revealed so-called “happy endings” were being offered.
Police arrested 53-year-old Yazhi Xiao at Hopkins Asian Massage, located in the 1200 block of Mainstreet, after an undercover officer wearing a body bug audio device went in to order a 60-minute massage.
According to the criminal complaint, the officer said Xiao offered to provide a sexual service with her hand for an extra $40, which he supplied. When she began to act upon the offer, he alerted the other officers and they came in to arrest her.
In a related sting, 62-year-old Gui Yang was arrested at Ying Ying Massage, located in the 900 block of 1st Street North.

HOPKINS, Minn. (WCCO) — An undercover prostitution sting led to the arrests of two women at two separate Asian Massage Parlors in Hopkins Tuesday, according to police.
Yachi Xiao, 53, was arrested at Asian Massage, located on the 1200 block of Mainstreet. Gui Yang, 62, was arrested at Ying Ying Massage on the 900 block of 1st Street North. Both were arrested for gross misdemeanor prostitution charges.
According to the criminal complaint, an undercover officer entered Asian Massage wearing a “body bug” audio device. The undercover officer then negotiated a 60-minute massage for $80, but said Xiao offered to “manipulate” his penis for an extra $40, which he gave to her. Once she began, he informed officers and they entered the business and arrested Xiao.
On the same day, Yang was arrested in a similar sting.

The owner has been charged with two counts of criminal sexual conduct and he could still face more charges.
The business was featured on a reputable coupon website. Police say you should still do your own investigation of a business before you buy.
The business remains open. The owner refused to comment Wednesday.

Minneapolis Massage Parlors: Blaine council considers massage therapy ordinance

Background investigation fees would cover the Blaine Police Department’s time for completing the background checks and making a written recommendation to city leaders regarding issuance or non-issuance of a license.
Cross recommended a provision for allowing a pro-rated fee if a license is applied for mid-year (after June 30).
There is a process in the proposed ordinance for managing an application that is denied by council.
According to Cross, exemptions are proposed for therapists who are licensed to practice medicine, surgery, chiropractic, physical therapy, podiatry, beauty culturists and barbers, places licensed or operating a hospital, nursing home, hospice, sanitarium or group home established for hospitalization or care of human beings and students who are performing massage in a clinical program.
Olson said new ordinance language would replace out-of-date terms such as masseuse, sauna, masseur and massage parlor.

Minneapolis Massage Parlors: Charges dismissed in Woodbury massage parlor rape case

Lor had been accused in an April 10 incident at Woodbury Oriental Massage – the troubled Hudson Road location that investigators say has since closed its doors. According to a criminal complaint, Lor arranged a massage at the business, where he was expressly told no sexual contact was to occur.
Not long after the female masseuse began the massage, Lor showered her with compliments and allegedly began manhandling her. Prosecutors said Lor flipped the woman onto the massage table and got on top of her, where he ripped her shirt off and began unbuttoning her pants.
The struggle ended after another employee there heard the commotion and ordered Lor out of the parlor.
In an interview with police, Lor explained that he went to the Woodbury massage parlor under advice from a friend that “you can pretty much do anything you want to the other person.”
