Lor had been accused in an April 10 incident at Woodbury Oriental Massage – the troubled Hudson Road location that investigators say has since closed its doors. According to a criminal complaint, Lor arranged a massage at the business, where he was expressly told no sexual contact was to occur.
Not long after the female masseuse began the massage, Lor showered her with compliments and allegedly began manhandling her. Prosecutors said Lor flipped the woman onto the massage table and got on top of her, where he ripped her shirt off and began unbuttoning her pants.
The struggle ended after another employee there heard the commotion and ordered Lor out of the parlor.
In an interview with police, Lor explained that he went to the Woodbury massage parlor under advice from a friend that “you can pretty much do anything you want to the other person.”

If not for some outspoken business owners last week, the city of Woodbury could very well have ended up with two new ordinances without so much as a discussion.
As it stands, the city got one – the so-called “social host” ordinance, which holds parents accountable for underage drinking at their homes.
Woodbury City Council members ended up tabling its decision on a license and fee requirement for massage therapy businesses. The proposed ordinance would require all massage businesses – as well as individual masseuses – to purchase licenses from the city in order to operate. Woodbury police say it’s part of an effort to ease investigations at troublesome massage parlors, at least two of which have seen prostitution-related arrests in the past two years. Proponents also see the regulation as a way to squeeze out the very few shady characters from an otherwise squeaky-clean industry.

After years of dealing with prostitution at some local massage parlors, Woodbury police are proposing an ordinance aimed at protecting the city from attracting more illegal activity.
The new ordinance, which Woodbury City Council decided to table at Wednesday night’s meeting, would require existing and new massage therapy businesses to apply for licensing that could cost more than $1,000 in fees.
“Right now in the city there really is no licensing at all,” said Public Safety Director Lee Vague. “This is an area that we think the city is in a good position to, quite frankly, pick up where there is nothing on the state level.”

Vague said police are not currently concerned about illegal activity at any of the existing massage parlors.

The proposed ordinance comes amid at least two years of investigating different Woodbury massage parlors for prostitution.

Although the number of suspicious massage parlors in the city is not huge, the volume of prostitution activity is significant enough to adopt an ordinance, Vague said.

What’s a Christian to Do with…Dan Savage?
I confess that almost every week, I pick up a copy of the City Pages, the Twin Cities alt weekly, during a regular Wednesday meeting at Common Roots in Minneapolis. And when I do, I immediately flip to the back pages where, between ads for erotic massage and gay love phone lines, I find Savage Love, the column of America’s premier sex advice columnist, Dan Savage. In fact, it seems that Savage may be America’s premier sex ethicist as well. Savage has been writing his column since the early 1990s, but he has recently risen to a new level of prominence, based particularly on his It Gets Better Project, which went viral last year.
Savage was reared Catholic, and he’s now an agnostic, or atheist. In any case, he is an outspoken opponent of religion. However, unlike other atheists I follow on Twitter and elsewhere — Penn Gillette and Bill Maher, to name a couple — I find Savage far more interesting, far more compelling, and far more important for me, as a Christian theologian, to take seriously.

Minneapolis Massage Parlors: Woodbury masseuse charged with prostitution

A Woodbury massage parlor worker is due in court next month on charges she solicited sexual contact from undercover police officers.
Chulalak Ratsbouth, a 28-year-old who worked under the name “Victoria” at Oriental Touch Massage, was charged May 25 with one count of misdemeanor prostitution.
She is scheduled to make her first appearance on the charges July 18 in Washington County District Court.
According to a criminal complaint:
An undercover Woodbury police officer scheduled an April 14 appointment at the business after the department received reports of prostitution at the location.

The Ratsbouth case represents the second set of sex-related charges at the massage parlor in recent weeks. A St. Paul man was charged with two counts of felony criminal sexual conduct after he allegedly tried forcing himself on a masseuse at the parlor.

Business owners on Hudson Road in Woodbury became suspicious of a new massage business in the area this spring, after a woman was spotted accepting a FedEx delivery wearing lingerie and heels.
Police received phone calls regarding Woodbury Oriental Massage at 7700 Hudson Road and were called to the business on a report of a sexual assault. An all-out investigation followed.

In their response, Woodbury Oriental Massage owners said they had not consented to or paid for advertising on sites promoting erotic massage. They said they had been “working with an attorney to have the link to their business removed from (one) website…(because) it is this distasteful website that is the origin for any unsavory persons entering the Subject Premises for the purpose of requesting sexual acts.”

The owner of the building where Woodbury Oriental Massage rents space launched eviction proceedings in late April, saying he was misled into believing the business would be a spa for “church ladies” and had been operated out of a home, according to court documents.
The owner cited online ads and reviews suggesting that illegal activity was going on.
In their response, Woodbury Oriental Massage owners said they had not consented to or paid for advertising on sites promoting erotic massage. They said they had been “working with an attorney to have the link to their business removed from (one) website…(because) it is this distasteful website that is the origin for any unsavory persons entering the Subject Premises for the purpose of requesting sexual acts.”
